Some time has passed since ICAO implemented the directive to change the AIP to 3 parts and reflect the WGS84 coordinate standards. The transition from 8 to 3 parts is in itself a complex and time consuming process, as is the re-surveying of critical geographic data and the Procedures Design needed for new chart creation.
